James City County raises tax rate

In a 4-1 vote, the James City County Board of Supervisors raised the county’s real estate tax rate by 7 cents to 84 cents per $100 of value Tuesday night, capping a contentious debate on the budget that dragged on for nearly three months. The real estate tax raise is the first in two decades for James City County.

The raise in the tax rate will fund five key initiatives outlined by County Administrator Bryan Hill, including stormwater management, school buses and roof replacement at Clara Byrd Baker Elementary School, cleaning the county, economic development and replenishing debt reserves. The budget, at $186.9 million, is more than $11 million higher than the budget for fiscal year 2015.

Chairman Michael Hipple, Vice Chairman Kevin Onizuk, Supervisor Jim Kennedy and Supervisor John McGlennon all voted in favor of the tax increase. Supervisor Mary Jones was the sole vote against it. Jones proposed an amendment to the tax rate resolution that would have held the budget flat with the $178 million plan adopted two years ago. But the amendment failed 1 to 4.
