THE PARKE AT FORD’S COLONY
The Fords Colony HOA Board and Eagle Construction have reached agreement on the parameters for a new neighborhood in Ford’s Colony. The Parke at Fords Colony will be a development of approximately 82 homes on 45 acres of land at Westport and Centerville Road. Part of the HOA since 2005, this project has been submitted to James City County for approval, and the Supplemental Declaration is in its final stages. and siding types and styles. The Parke will be a sub-association under the FCHOA master agreement.

Eagle also will construct an asphalt sidewalk along the south side of Manchester Drive between Centerville Road and St. Andrews
Drive.

History : Realtec, The developers of Fords Colony in James City County had a number of development proposals on the table before the real estate crash in 2007. Among them were an assisted care facility, an affordable housing neighborhood and Westport a community of 3+ acre lots across Center Rd from Fords Colony. Of these three only Westport has survived albeit under the control of the lender who took it over. James City County had to step in and help pay for the infrastructure as the surety bond in place was nowhere near the dollar amount needed to complete the well system, roads etc.

The front parcel of Westport was sold to Richmond VA based Eagle Construction in March of 2016 by Dorothea Ford. The 45 acre parcel lies across Centerville Rd from the Manchester gate of Ford’s Colony. This property has been a part of the Ford’s Colony Homeowners Association since 2005 but not yet part of the Ford’s Colony Master Plan because it is not currently zoned R-4 (Residential Planned Community). Properties not zoned R-4 that are part of the FCHOA are not part of the
Master Plan at James City County.

Similar to Westport, the parcel is currently zoned A-1 (General Agricultural) which allows oone home per three acres to be developed. Unlike Westport, however, it’s in the James City County Service Area meaning it has county water and sewer available to it.

Eagle Construction isrequesting a change in zoning from A-1 to to R-4 and an amendment to Ford’s Colony’s Master Plan. Under that rezoning, they plan to construct approximately 80 detached single-family homes on .25 acre lots similar in size to the Berkshire and Nottingham Place neighborhoods in Ford’s Colony.

It is anticipated that James City County  would like to see that the Fords Colony Homeowner Association is in agreement prior to approving the rezoning or amending the Ford’s Colony Master Plan. A three-member team of FCHOA directors has met with Eagle on three occasions to discuss the matter.
After the last meeting, the full Board approved a list of requirements that the FCHOA believes are appropriate for development of the property and sent that list to Eagle in order to initiate negotiations. The Board has not yet heard back from Eagle, and there has been nothing filed with JCC for their consideration.


The Fords Colony Homeowner Association Board must consider this matter because the property has already been made part of the FCHOA. It is their intention to work with the developer to make the neighborhood one that fits into the architectural style of Ford’s Colony and enhances the community as a whole.

Below are a few homes built by the developer that might be offered at Parke at Fords Colony. They are being marketed in the mid $500’s in Richmond. I would expect similar homes/ plans/ finishes and pricing but will not have confirmation until down the road.
