Construction is well underway for the roads and infrastructure for the Promenade @5 . VA Beach based Developer Franciscus Homes is moving forward with the development of The Promenade @5 at John Tyler. A planned community that will encompass up to 190 condominiums and townhouses and 14 more units above commercial buildings. The condos under construction in the Promenade are projected to cost between $170,000 and $350,000. The promenade will be built on a 24.54-acre parcel of undeveloped land between the Williamsburg Crossing shopping center, the Riverside Healthcare Center, the Winston Terrace neighborhood and Route 199. The road that runs behind the shopping center and would provide connectivity to the Promenade.

James City County approved the project back in November of 2014 .
Much of the surrounding area has already been developed with a more than 100,000-square-foot Riverside medical building and the condominium neighborhood La Fontaine — also built by Franciscus Homes — joining the area around the shopping center after its construction in 1989.
It is expected that the housing being built will appeal to young professionals without children and empty nesters who are looking to downsize.
Franciscus Homes has pledged to pay the county $7,043 per unit for a total of $1,436,833 to help pay for costs the neighborhood would create for schools, the James City County Police and Fire departments, the James City Service Authority and other public services.
Design services were provided by Hopke & Associates based here in Williamsburg VA. A general architectural, land planning, and interior design practice with exceptional depth of experience across a broad range of project types. Hopke also worked on a plan to re-purpose the existing Williamsburg Crossing Shopping Center as the hub of a mixed-use community, adding housing, mixed-use buildings, and extensive pedestrian-oriented hardscape to create a walk-able self-sufficient community. Initial response from county planners and the public has been exceptionally positive.
Franciscus Homes has developed several other neighborhoods in the Williamsburg/ James City County area including Bristol Commons , Claiborne Condos in Williamsburg and Fairway Villas La Fontaine Condos and Braemar Creek condos in James City County.
