James City County Board of Supervisors Approves New Housing Development in Lightfoot

On Tuesday, the James City County Board of Supervisors cleared the way for a new housing development in Lightfoot. The board approved the rezoning of just under 16 acres at Old Mooretown Road and Clark Lane for residential redevelopment.

This rezoning will allow the construction of 47 dwellings, which will include 27 single-family homes and 20 duplexes, along with a playground and a park.

The Clark Subdivision will be a uniquely situated infill development at a central crossroads of retail, industrial, healthcare, and office uses. Located within walking distance to Sentara Hospital and several York County commercial developments, the Old Mooretown Road area, including Clark Lane, is deeply beloved by its residents, many of whose roots go back generations on the land. As we developed our plan for Clark Lane, we made great efforts to engage current residents and hope to reflect their wishes in the proposed vision for the area.

Building Elevation and Design

The homes, ranging from 1,100 to 1,400 square feet, will have an average of three bedrooms and two bathrooms and will be sold at “affordable” prices. The target market for these units includes individuals earning between 30% and 120% of the area median income (AMI), which is $100,700. A minimum of 25% of the housing units will be designated for families earning under 80% of the AMI.

According to the county staff report, a family making 30% of the AMI should be able to afford a unit costing approximately $108,250. Meanwhile, a family earning 100% of the AMI can afford a home costing up to $354,800. Eight of these units will be built by Habitat for Humanity Peninsula and Greater Williamsburg, with a price point between 40% and 80% of the AMI.

This development’s location near Sentara Williamsburg Medical Center is considered ideal for workforce housing, providing a convenient living option for those working in the area.
