Fenton Hollow (formerly Fenton Mill): A New Chapter in Upper York County

Clearing is underway and the groundwork has begun at Fenton Hollow, one of York County’s newest neighborhoods. Located just off Newman and Barlow Roads near Fire Station 5 and the Skimino Hills community, this thoughtfully designed development will bring 292 single-family homes to the northern end of the county—along with an impressive mix of open space and amenities.

A Thoughtful Plan Balancing Nature and Neighborhood

Spread across 376 acres, Fenton Hollow’s design dedicates more than 200 acres to preserved natural open space, weaving in walking trails, a 15-acre community garden, and recreation areas that take full advantage of the landscape’s rolling terrain and mature forest.

Planned amenities include a community clubhouse and pool, 9-hole disc golf course, dog park, ball fields, and picnic shelters. The neighborhood will feature homes ranging from 3 to 5 bedrooms, designed to fit a range of family sizes and lifestyles.

A Scaled-Back Vision That Honors the Land

If you’ve followed this site’s history, you might remember its earlier chapter as Fenton Mill—a far larger and more controversial proposal that originally called for over 800 homes and 40,000 square feet of commercial space. That plan sparked widespread community pushback and was ultimately rejected by the York County Board of Supervisors in 2020.

What’s being built today represents a by-right development—meaning it fits the property’s existing zoning without the need for rezoning approval. In practical terms, this means roughly 55 acres will hold homes, while over 300 acres will remain permanently undeveloped.

As someone who has lived and worked in this area for over two decades, I’ll admit—while I’m never thrilled to see forest and farmland converted to housing, this outcome feels like a partial victory. It preserves a significant amount of land, respects the character of upper York County, and shows that community voices can influence the shape of local growth.

Location and Lifestyle

Fenton Hollow’s setting in upper York County offers a quieter, more rural feel—yet it’s only minutes from I-64, and Williamsburg’s historic core. For commuters, it’s an easy drive to Newport News Shipyard, Langley, and the Peninsula’s major employers.

With its mix of modern amenities, walkable green spaces, and small-lot efficiency, Fenton Hollow should appeal to buyers seeking new construction in York County without sacrificing access to nature.
