Holly Hills Carriage Homes developer-third times a charm

The developer of Holly Hills is again seeking permission to develop the front section of the development. Holly Hills, LLC is requesting site plan and subdivision approval for 38 townhomes on the parcel located at 200 Brookwood Drive near the intersection of Rt 199. It is currently zoned Multi-Family Dwelling District RM-1. The property is 6.87 acres in lot size and was rezoned from RM-1 to RM-1 Conditional on March 22, 2018 (PCR#18-011).

The Williamsburg City Planning commission will hear the proposal at its meeting on July 15, 2020 in the Stryker Center, 412 N. Boundary Street commencing at 3:30 PM.

The developer had previously attempted to win approval for apartments back in 2018 in advance of that 2018 hearing a majority of the homeowners in the Carriage Homes at Holly Hills sent in letters to Carolyn Murphy, the director of Planning for the City of Williamsburg asking for the proposal to be denied. The homeowners cited a variety of concerns including the volume of traffic that will be generated by 53 apartments, architecture that is not a compatible design to the adjacent carriage homes, negative effect on property values within the neighborhood, One homeowner cited the proposed design as looking like a “federal prison”. Not a single homeowner has come forward in favor of the proposal. Even the surrounding neighborhoods (Yorkshire) have voiced negative opinions toward the project.

STAFF RECOMMENDATION
The planning Staff recommends approval of the subdivision and site plan conditioned upon the completion of final engineering details before the issuance of a building permit. A cash payment of $60,000 to the City shall be made within 30 days of the issuance of a Land Disturbing Permit for construction of a sidewalk from Brookwood Drive to the existing sidewalk adjacent to Route 199 to Jamestown Road.
