Kirbor Homes seeks approval to build in Quarterpath
Timmons Group has submitted a site plan on behalf of Kirbor Homes to build 86 townhomes on Parcel B-7, located in the master-planned Quarterpath Development. The applicant is requesting the approval of the site plan.
The meeting of the Planning Commission will be held Wednesday, October 18, 2023 in the Stryker Center, 412 N. Boundary Street commencing at 3:30 p.m.
The parcel is 15.606 acres, with 5.515 acres within a Resource Protection Area (35% of the parcel). The Planning Commission recommended approval of PCR#22-019, a special use permit request to encroach on slopes in excess of 30% associated with this property at your January 18, 2023 meeting. On February 9, 2023 the City Council voted 5-0 to approve, a request for a special use permit and voted to approve the SUP after approval of the mitigation plan.

There are two public streets that service the subdivision, Plymouth Place and Dutchman Drive and two private streets, Gadsby Lane and Aldie Place. There are two entrances off of Battery Boulevard at Plymouth Place and Dutchman Drive.
The development was submitted to the city on January 23, 2023. After careful review and discussion, all city departments have offered final approval of the site plan. These departments include Fire, Police, Public Works, and Planning and Codes Compliance. The site plan has successfully met the regulations of each discipline.
SITE PLAN REVIEW COMMITTEE
The Site Plan Review Committee reviewed the plans on September 20, 2023 and recommended the site plan’s approval and the amendment to Battery Boulevard landscaping plan. The Committee was supportive of the proposal and design.
STAFF RECOMMENDATION
Staff recommends the Planning Commission approval of the site plan.
Kirbor Homes based in VA Beach has recently built homes in Powhatan Park (city of Williamsburg) , Yorktown Crescent (Yorktown) as well as homes in VA Beach, Chesapeake, Suffolk and Moyock NC.
