Kongsberg Defence & Aerospace to Invest Over $100 Million in New U.S. Defense Assembly Plant in James City County

Kongsberg Defence & Aerospace, a division of Norway’s Kongsberg Group, has announced plans to establish its first U.S. defense assembly facility in James City County. The project represents a significant investment of over $100 million and is expected to create approximately 180 new jobs, according to Virginia Governor Glenn Youngkin.

The company will invest $71 million in the construction of a 150,000-square-foot facility, with an additional $30 million allocated for engineering and software development. Kongsberg Defence & Aerospace, founded in 1814, is a global leader in defense, offshore industries, and renewable energy systems. Their new U.S. facility will support critical military capabilities, particularly for the U.S. Navy and Air Force.

The James City County plant will be responsible for maintaining and upgrading cruise missiles for the U.S. Navy, including naval strike missiles for littoral combat ships and Constellation-class frigates. The Air Force will also benefit from the production of joint strike missiles for its F-35 fighters. This facility will mark Kongsberg’s first production plant in the United States, expanding domestic supply chains and enhancing global defense capabilities.

Governor Youngkin emphasized the strategic importance of this investment, stating, “Kongsberg’s decision to establish its first U.S. defense assembly facility in Virginia solidifies our position as America’s top state for business. This investment will not only create over 180 new jobs but also highlight Virginia’s ability to attract global leaders in the defense industry.”

Virginia Secretary of Commerce and Trade Caren Merrick echoed the governor’s sentiments, highlighting the potential benefits for Virginia’s workforce and defense manufacturing sector. The location in James City County was chosen in part due to the region’s highly skilled workforce, supported by military installations in the area.

Governor Youngkin approved a $1.5 million grant from the Commonwealth’s Opportunity Fund and a $750,000 Virginia Investment Performance Grant to assist with the project. The Virginia Economic Development Partnership’s Talent Accelerator Program will also provide recruitment and workforce training support at no cost to Kongsberg.

This announcement reinforces Virginia’s growing reputation as a key player in high-tech defense manufacturing and a hub for global business investment.
