Williamsburg & James City County Approve New School Funding Contract — A Win for Local Families
As a longtime Williamsburg resident and parent of two children who went through the Williamsburg-James City County (WJCC) school system, I’ve always believed our schools are one of our community’s greatest strengths. Our experience was exceptional — from teachers to principals to academic outcomes — and I credit much of my kids’ success to the incredible dedication within WJCC Schools.

That’s why, like many parents, I was alarmed when discussions began last year about Williamsburg potentially breaking away from the shared school system. The idea of dividing something that works so well didn’t sit right with a lot of us.
Thankfully, that separation is no longer on the table.
On Friday, October 10, 2025, the Williamsburg-James City County School Board, Williamsburg City Council, and James City County Board of Supervisors officially approved a new joint funding contract to continue operating WJCC Schools together — and not just maintain the partnership, but strengthen it.
Key Highlights of the New Agreement
Significant Investment in Students and Teachers Starting in FY2027, James City County will contribute $104.5 million and the City of Williamsburg $14.45 million toward operating costs. The goal is clear: competitive teacher pay, expanded student support, and the ability to go beyond minimum state requirements. Funding Based on Enrollment Starting in FY2028, each locality’s annual contribution will adjust automatically based on how many students they serve — a fair and predictable approach. Simplified Capital Funding Each locality will fund capital improvements to schools within its borders, while jointly funding shared facilities like Cooley Field and the Administration Building. Predictable Annual Budgeting Instead of the school division requesting funds first, the cities and county will now issue initial budget numbers each October, giving WJCC a clear framework to build from. Student Performance Becomes the Focus of Budget Conversations New joint meetings will center on academic results and improvement strategies, making student outcomes the primary driver of future investments. Updated School Board Governance The WJCC School Board is now formally added as a contracting party, and James City County may add two additional seats in the future as the population grows.
Leaders from all three boards echoed the same message: We are stronger together.
The contract is now in effect and locked in through at least January 1, 2030 — providing stability and continuity for families across our community.
