James City County Budget, Taxes, and Growth: What’s Really on the Table Tonight

If you live in James City County—or are thinking about moving here—tonight’s Board of Supervisors meeting is one of the more important ones you’ll see all year.

This isn’t just another routine meeting. It’s about your taxes, your cost of living, and the direction of growth in our community.

💰 The “Tax Cut” That Isn’t

Let’s start with the headline issue: real estate taxes.

The County is proposing a tax rate of $0.80 per $100 of assessed value. On the surface, that may sound reasonable. But here’s what matters:

Property assessments increased by 10.31% The “revenue-neutral” rate would be $0.7444 The proposed rate is higher than that

👉 Translation: this is effectively a 7.5% tax increase for many homeowners

So while the rate is technically lower than it could be, most residents will still see higher tax bills this year.

📈 Spending Is Growing Faster Than Inflation

The proposed budget continues a trend we’ve been watching:

Total budget increase: +6.8% New debt planned: Over $112 million Capital spending: $132.4 million

That includes projects like a new government office building and library expansion.

The question I keep coming back to is simple:

At what point does this level of spending outpace what residents can reasonably afford?

🍽 More Costs Coming From All Directions

It’s not just property taxes.

Meals tax: Proposed increase from 4% → 6% (a 50% jump) Utility rates (JCSA): Up about 8.3% for the average home

When you stack these together, it becomes clear—this is a multi-layered increase in the cost of living in James City County.

📊 Where the Money Is Going

Two categories dominate the budget:

Schools: $120.8 million (43% of the operating budget) Personnel: $85.2 million (including raises and benefits)

Both are important, no question. But they are also the primary drivers of continued budget growth.

🏗 Growth Continues: Westwood Park

Also on the agenda is the Westwood Park development, a proposed 155-home mixed-use project near New Town on surplus Eastern State Hospital land.

This is the kind of project that tends to divide opinion:

Some see it as smart growth and needed housing Others see increased traffic, strain on infrastructure, and long-term impacts

Either way, it’s another example of how quickly this area continues to evolve.

⚠️ My Take

I try to stay in my lane as a real estate guy—but this directly impacts my clients every single day.

When buyers ask me, “What’s it like to live in Williamsburg?”

They’re not just asking about neighborhoods or schools.

They’re asking:

What are taxes like? Are costs stable—or rising quickly? Is growth being managed thoughtfully?

Right now, the trend is clear: costs are rising across the board.

And whether you’ve lived here for 30 years or you’re just considering a move, that matters.

Why I Write These

I don’t write posts like this to stir things up—I write them because this is the kind of information people wish they had before they bought a home here.

Part of being “Mr. Williamsburg” isn’t just showing houses.

It’s helping people understand the full picture of living here—the good, the challenges, and everything in between.
