James City County Tax Relief… Or Just More of the Same?

There it is—the answer many homeowners in James City County have been waiting for.

And honestly?

It’s not exactly the relief people were hoping for.

A Tax Rate Cut That Still Costs You More

On paper, it sounds like good news.

County Administrator Scott Stevens is proposing a 3-cent reduction in the real estate tax rate per $100 of assessed value for fiscal year 2027.

But here’s where things get… a little frustrating.

At the same time, home assessments are up nearly 12%.

So even with the reduced rate, the math tells a different story:
👉 The average homeowner will still pay about 7% more than last year.

Let that sink in.

You’re being told taxes are going down…
But your bill is still going up.

And Oh By The Way… More Taxes Elsewhere

As if that wasn’t enough, the county is also considering:

  • A 2% increase in meals tax

So not only are homeowners paying more on their property taxes…

You’ll also pay more every time you go out to eat.

Where Is The Money Going?

The proposed $280+ million operating budget represents a 6.8% increase.

The county cites:

  • Rising fuel costs
  • Maintenance and contracts
  • Higher employee healthcare expenses
  • Salary increases to retain staff

There’s also:

  • $5+ million in additional funding for schools

But even that doesn’t fully meet what Williamsburg-James City County Schools requested—things like:

  • JROTC programs
  • Lacrosse
  • Other enhancements

So we’re spending more…
And still not fully funding everything on the table.

Here’s The Real Issue

This is the part that bothers me—and I suspect it bothers a lot of you too.

We keep hearing:

“We lowered the tax rate.”

But what matters isn’t the rate.

👉 It’s what you actually pay.

And right now, the reality is:

  • Homeowners are paying more
  • Everyday costs are increasing
  • And there’s no real sense that this trajectory is slowing down

At some point, it becomes fair to ask:

Are we managing growth… or just passing the cost along?

This Is Where You Come In

It’s easy to scroll past this stuff.
It’s easy to assume decisions are already made.

But they’re not.

📍 Public Hearing – This Is The One That Matters

🗓 Tuesday, April 14, 2026
🕔 5:00 PM
📍 James City County Government Center – Board Room
101 Mounts Bay Road
Williamsburg, VA 23185

This is where:

  • Residents can speak directly to the Board of Supervisors
  • Your comments go on the official record
  • The direction of this budget can still be influenced

👉 By the time the Board votes in May, the path is largely set.

Final Thought

I understand costs are rising.
I understand counties have to balance budgets.

But I also know this:

Homeowners are feeling the pressure.

And when you combine:

  • Higher property taxes
  • Increased meals taxes
  • Rising insurance and maintenance costs

…it starts to add up in a real way for everyday families.

This isn’t just about numbers on a spreadsheet.

It’s about affordability.
It’s about sustainability.
It’s about whether people can continue to comfortably live in the community they’ve invested in.

If you care about where this is headed…

Show up. Speak up. Be heard.

Because if you don’t, someone else will.
