The application, filed by the James City County Board of Supervisors and Doug Harbin of Wayne Harbin Builder, Inc., seeks a special-use permit to rezone 47 acres at Forest Heights from mixed use to residential redevelopment to pave the way for the 46 townhomes and the 50-unit independent living facility, senior planner Thomas Wysong said. The new development would be built on about 11 acres of the rezoned land.
