The James City County Planning Commission gave the nod to a proposal to build affordable town homes and independent living facility at Forest Heights Wednesday.

The application, filed by the James City County Board of Supervisors and Doug Harbin of Wayne Harbin Builder, Inc., seeks a special-use permit to rezone 47 acres at Forest Heights from mixed use to residential redevelopment to pave the way for the 46 townhomes and the 50-unit independent living facility, senior planner Thomas Wysong said. The new development would be built on about 11 acres of the rezoned land.
