New Development coming to Colonial Williamsburg

The Colonial Williamsburg Foundation has selected Norfolk-based Frye Properties Inc. to redevelop the former Spotswood Golf course at the Golden Horseshoe Golf Club.

Plans for the property are still in the planning/design stages. A rezoning application will need to go before the city’s Architectural Review Board and Planning Commission, and the site is located in the city’s Corridor Protection District.

The Colonial Williamsburg Foundation has pondered the future of the Spotswood Course for years. Spokeswoman Ellen Peltz said redeveloping the Spotswood Course, which was not financially viable, will better allow Colonial Williamsburg to accommodate all its constituencies, and generate the necessary funds to conduct its work in education, research, and historic preservation.

The Golden Horseshoe’s two other courses, the Green Course and the Gold Course, will remain in operation even as the Spotswood Course closes.

“Golf has been a part of The Foundation’s offerings for many years and we hope it will be for many years to come, but our offerings must evolve based upon societal demand, the needs of the broader Williamsburg community and The Foundation,” Peltz said. “The Spotswood course, while loved by many, has been underutilized for many years and strains The Foundation’s ability to deliver its core educational mission.”

Frye Properties’ plans call for between 165 and 171 custom and semi-custom homes of between 700 and 2,400 square feet. Construction could begin as early as late summer 2024. Access will be from South England Street and Tyler Street.

Frye Properties was started in 1978 by D.B. “Bart” Frye, Jr. Bart started his portfolio with the acquisition and management of apartment complexes in the Norfolk and Virginia Beach, Va., areas. This steadily grew into owning and renovating myriad properties across the Southeast, from Georgia to Tennessee.

By the early 2000s, Bart was ready to expand into building communities when he was selected by the NRHA (Norfolk Redevelopment and Housing Authority) to develop East Beach on the Chesapeake Bay in Norfolk into a master-planned, traditional-style neighborhood. East Beach quickly became one of the East Coast’s premier, award-winning communities.

More recently, Frye Properties took its front-porch, walking community blueprint to the Historic Cavalier on the Hill. Bart was selected as the lead developer of The Cavalier Residences, a highly coveted neighborhood, surrounding the hotel as part of a resort-style community near the Atlantic Ocean.

At both East Beach and the Residences at The Cavalier homes are set close together to create a strong sense of community where all the neighbors interact with each other. Each home is designed to fit on the lot around the natural landscape features and mature trees.

Streets are designed to be intimate and narrow to slow down the traffic and encourage residents to walk, roll, or bike. 

I would anticipate the Spotswood development to have a similar feel to both East Beach in Norfolk and The Cavalier Residences in VA Beach
