West Neck Redevelopment Proposal Rekindles Debate in Village at West Neck, Virginia Beach

Nearly a year after a controversial redevelopment proposal for the former Signature at West Neck Golf Course was withdrawn, a new plan is once again before the Virginia Beach Planning Commission — and once again, it has sparked strong emotions throughout the Village at West Neck community.

As a local Realtor who has sold many homes in the Village at West Neck over the years, I’ve had countless conversations with homeowners and buyers about what makes this neighborhood special. For most, it has always been about the peaceful setting, open green space, and the lifestyle that originally centered around an 18-hole golf course.

A Golf Course in Limbo Since 2019

The Signature at West Neck Golf Course closed in 2019, leaving behind acres of overgrown land and years of uncertainty. While residents adjusted to life without an active course, many continued to value the quiet buffer and unobstructed views it provided.

One longtime resident recently summed it up well:
“Most of us moved here for the peace and quiet. Even without the course, we still have that.”

Others noted that while the land may look neglected, it still plays an important role in preserving the character of the community.

From 18 Holes to 9: What’s Being Proposed Now

Last year’s proposal to build 130 homes on the former 18-hole course was withdrawn after strong community opposition. Now, a revised plan has been introduced.

The current proposal includes:

  • Approximately 143 new homes
  • Restoration of a 9-hole golf course
  • A 50-foot landscaped buffer
  • A semi-private golf model
  • A new 55+ residential community

Developers say they’ve held multiple community meetings and adjusted the plan based on feedback.

The course restoration would be led by professional golfers Marc Leishman and Ian Baker-Finch, with a focus on creating a family-friendly, sustainable golf experience.

Community Reaction: Passion on All Sides

Recent online discussions following local news coverage show just how divided residents remain.

Some homeowners believe original promises should be honored:

“City Council needs to honor what they approved. It was supposed to be an 18-hole course.”

Others support compromise:

“Get the nine holes and reduce the number of homes. Make the golf course happen.”

Many residents worry about losing what they paid for:

“They bought lots for golf course views. Now they may have houses behind them.”

Others are frustrated by years of uncertainty:

“It’s been sitting there overgrown. Something needs to happen.”

Still others emphasize financial realities:

“Virginia Beach isn’t going to let land sit without producing tax revenue.”

And many simply mourn the loss of what once was:

“It was a beautiful Arnold Palmer course. It’s a shame it couldn’t be restored.”

Environmental, Zoning, and Density Concerns

Beyond lifestyle issues, residents have raised broader concerns, including:

  • Environmental impact
  • Long-term chemical use
  • Preservation zoning
  • Increased housing density
  • Traffic congestion

Some residents argue the land should remain protected under long-standing zoning rules, while others question whether the area truly needs additional housing at all.

Could Professional Management Be the Answer?

Some homeowners believe development isn’t necessary at all.

“Hire a professional golf management firm and run it properly,” one resident wrote.

This reflects the view that the land could still support golf without residential construction — if managed correctly.

The Proposed 55+ Community-The Preserve at West Neck

The residential portion would focus on active adults aged 55 and older, featuring:

  • Aging-in-place designs
  • Colonial and Craftsman architecture
  • High-quality exterior materials
  • Walkable streetscapes

Supporters see this as a natural fit. Critics worry it could set the stage for future expansion.

Why This Matters for Village at West Neck Homeowners

For residents and buyers in the Village at West Neck in Virginia Beach, this proposal affects far more than just land use.

It impacts:

  • Property values
  • Long-term resale potential
  • Privacy and views
  • Traffic patterns
  • Community identity
  • Quality of life

Most buyers choose West Neck for its stability and long-term vision. When that vision changes, concerns are understandable.

My Perspective as Mr. Williamsburg

West Neck has long been one of Virginia Beach’s most distinctive communities. Over the years, I’ve helped many families and retirees settle here because of its setting and lifestyle.

I understand both sides of this debate.

Reinvesting in neglected land has real value. At the same time, protecting the expectations of homeowners who bought into an 18-hole golf community is equally important.

This isn’t simply “development vs. no development.”

It’s about finding balance — between financial reality, environmental responsibility, and respect for the people who already call West Neck home.

I’ll continue monitoring this situation closely and sharing updates as it unfolds.

If you’d like to talk about how this may affect your home’s value, your plans to sell, or your interest in buying in the Village at West Neck, I’m always happy to help.

Warmly,
John Womeldorf
