WJCC Schools Begins Redistricting Discussions Ahead of New Pre-K Centers Opening in 2027

By John Womeldorf – Mr. Williamsburg

For many families, schools are one of the single biggest factors when deciding where to live.

As someone who has lived in Williamsburg for more than 25 years — and raised two sons who attended WJCC Schools from kindergarten all the way through high school — I understand firsthand just how emotional and important conversations surrounding school boundaries can become.

That’s why I wanted to share information about a major process now underway within WJCC Schools that will likely shape conversations throughout Williamsburg, James City County, and York County over the next couple of years.

WJCC Schools has officially begun the process of evaluating and potentially revising school attendance boundaries across all grade levels ahead of the planned opening of two new dedicated Bright Beginnings pre-kindergarten centers in Fall 2027.

For families newer to the area, WJCC’s Bright Beginnings pre-k program is currently housed inside five of the division’s nine elementary schools. Once those programs move into their own standalone facilities in 2027, classroom availability across the division will change significantly.

Some elementary schools may suddenly have vacant classrooms while others could continue operating at or above capacity.

As a result, the school division has partnered with outside consulting firm MGT to study current enrollment trends, projected growth patterns, transportation logistics, demographics, feeder patterns, and school utilization in order to develop possible new attendance zone recommendations.

According to WJCC Schools, a final recommendation is expected to go before the School Board in late Fall 2026, with any approved changes taking effect beginning with the 2027-2028 school year.

This Isn’t the First Time Williamsburg Has Experienced Redistricting

Longtime residents will remember that this is far from the first major redistricting discussion our community has gone through.

Previous boundary adjustments occurred during the opening of schools like Hornsby Middle School and J. Blaine Blayton Elementary School, along with other enrollment shifts over the years as the area has continued to grow and evolve.

And if history tells us anything, these conversations can become highly emotional very quickly.

Families understandably become attached to their neighborhood schools. Friendships are formed there. Parents volunteer there. Kids grow up together there. Athletics, extracurricular activities, transportation times, and even future friendships can all be impacted by attendance zone changes.

At the same time, school divisions also have to balance taxpayer resources, staffing efficiencies, transportation costs, growth projections, and building utilization across an entire county-wide system.

There are no easy answers in these discussions.

Guiding Principles for the Redistricting Process

According to WJCC Schools, several guiding principles are intended to shape the process moving forward:

  • Taking a division-wide approach to school capacity and future growth
  • Considering racial, ethnic, and socioeconomic diversity
  • Working to preserve neighborhood schools where possible
  • Improving transportation efficiency and minimizing bus ride times
  • Minimizing disruption for students and families
  • Strengthening feeder patterns between elementary, middle, and high schools

The division has also acknowledged that some of these priorities may conflict with one another at times during the process.

Why I Write Articles Like This

People often ask why I spend so much time writing about schools, neighborhoods, local government issues, events, development projects, restaurants, bike trails, and community happenings when technically I’m “just” a Realtor.

The answer is simple.

I’ve never viewed myself as simply a real estate agent.

I’ve always viewed myself as a local ambassador for Williamsburg and the surrounding areas.

When families relocate here, they aren’t just buying a house. They’re choosing schools, lifestyles, communities, friendships, commutes, activities, churches, sports programs, and futures for their children.

Over the past 20+ years, I’ve helped hundreds of families move to Williamsburg, York County, New Kent, Richmond, and throughout Hampton Roads. School conversations come up constantly. For many buyers, they are one of the largest deciding factors in where they choose to live.

And having raised my own children here, I understand why.

Williamsburg gave our family an incredible place to grow up. Our sons attended public schools here from kindergarten through high school. They played sports, made lifelong friends, and benefited tremendously from the opportunities available throughout the community.

That’s why I believe conversations like this matter.

Whether you currently have children in the school system or not, decisions involving schools often shape housing demand, neighborhood identity, traffic patterns, growth, and the long-term future of the entire region.

I’ll continue following this process closely as additional maps, recommendations, and proposals are released over the coming months.
