Waller Mill Heights Williamsburg’s newest neighborhood

Sales should start soon on the newly renamed Waller Mill Heights community in the Upper York County area of Williamsburg VA. The developer Harrison and Lear of Hampton VA purchased the 306-acre Carr Hill property from the Colonial Williamsburg Foundation. The parcel is located along Waller Mill Road in York County near Heritage Humane.

Waller Mill Heights will include a total of 326 homes with pricing expected to range from $300’s. The project is projected to take one-two years to complete.

Homes in the development are zoned for York County Public Schools; Waller Mill Elementary, Queens Lake Middle and Bruton High Schools.

Development plans call for a recreation area that includes a pool, clubhouse, walking trails, picnic pavilions, and a playground. Lot sizes will range from .15 acre to .19 acre with a few larger lots on the cul de sacs.

The community provides open and modern floorplans with 3+ bedrooms and 2+ bathrooms. This community is the perfect place for those who want to slow down and settle into a quiet and serene neighborhood. All homes come equipped with first-floor owner’s suites, granite countertops, stainless steel appliances, and convenient lifestyle enhancements – including, lever doors, wider doorways and hallways, an owner’s bath with a walk-in shower, and seat.

Powell Plantation Siteplan

The master plan for Waller Mill Heights fka Powell Plantation was approved by York County in July 2018 and in February of 2019, the developers received their environmental and archaeological permit approval.

The land was purchased by the Colonial Williamsburg Foundation in 1983 for $3.1 million with a goal of restricting development along the entrance corridor from I64 to CW.

The Foundation has previously agreed to sell a portion of the land to Centex homes in 2007 but that deal fell apart as a result of the recession.

A conservation easement was placed on 230 acres within and just outside the Carr’s Hill property to protect it from development in October of 2006

“The conservation easements provide permanent protection for views along the entry from Interstate 64 to Colonial Williamsburg’s Visitor Center and at the same time preserve the natural environment around Queen’s Creek and protect a significant archaeological site,” said Foundation President and Chairman Colin G. Campbell.

The conservation easements will prohibit development in these areas, and protect woodlands and wetlands. In addition, the easements will maintain a bald eagle habitat in the Carr’s Hill area. In addition, the Benjamin Powell Plantation site, home to a prominent 18th-century builder, will be preserved for future excavation.

The James River Institute for Archaeology conducted archaeological significance evaluations at 11 sites located the Carr’s Hill tract in York County, Virginia. The major sites on the property pertain to plantations owned by the Cobbs family in the early eighteenth century, the Custis family in the middle eighteenth century, the Powell family in the latter eighteenth century, and the Walker family in the early nineteenth century.
